الدينار الرقمي الاجتماعي كآلية لإصلاح سياسة الدعم الحكومي في الجزائر The Social Digital Dinar As A Mechanism For Reforming Government Support Policy In Algeria

الملخص
هدفت هذه الدراسة إلى التعريف بسياسة الدعم الحكومي وأنواعه في الجزائر، ثم التفصيل في الآثار السلبية لسياسة الدعم المعمم المنتهجة في الجزائر، ثم إعطاء مقترح لإصلاح هذه السياسة. وتوصلت الدراسة لعدم فعالية سياسة الدعم في الجزائر سواء من ناحية الكفاءة المالية، أو من ناحية تحقيق العدالة الاجتماعية. وأوصت الدراسة باعتماد الدينار الاجتماعي كعملة رقمية يتم صب أرصدتها في حسابات الفئات الأكثر فقرا، لتوجيه الدعم للفئات المستحقة له، وتدنية نفقات الدعم وزيادة فعاليتها، وتحقيق أكثر للعدالة الاجتماعية، وعدم تثبيط الاستثمار في المنتجات المدعمة. This Study aims to introduce the government support policy and its types in Algeria, and detail the negative effects of the generalized support policy followed in Algeria. Then give a proposal to reform this policy. The study found that the support policy in Algeria was ineffective, whether in terms of financial efficiency or in terms of achieving social justice. The study recommends adopting the social Dinar as a digital currency and transfer it as a financial support to the accounts of the poorest classes. To direct support to eligible classes and reduce support expenses, and increase their effectiveness. It will also achieve greater social justice, and not discourage investment in subsidized products.
