Digital Transformation In The Health Sector : Towards The Adoption Of The Electronic Health Record In Algeria

Abstract
The health sector has witnessed significant transformations amidst the information revolution, particularly concerning the improvement and development of the quality of health services through the digitization of its various activities. In this context, the Ministry of Health, in coordination with relevant authorities, has endeavored to reform the health system by adopting the Electronic Health Record, as a pivotal step to modernize patient care methods and improve communication among various stakeholders in the health field. The Electronic Health Record aims to facilitate medical procedures, ensure information accuracy, and uniformly integrate medical data, enabling the tracking of the patient's therapeutic path and effective analysis of their condition. This system also offers significant potential in health planning by providing an accurate database that aids in making appropriate decisions, in addition to improving the quality of healthcare and ensuring patient safety. This research paper seeks to highlight one of the manifestations of digitization in the health sector, by focusing on the adoption of the Electronic Health Record as a strategic tool for developing the health system and enhancing its performance. شهد القطاع الصحي في ظل الثورة المعلوماتية تحولات كبيرة، خاصة فيما يتعلق بتحسين وتطوير جودة الخدمات الصحية من خلال رقمنة مختلف أنشطته، وفي هذا السياق حرصت وزارة الصحة بالتنسيق مع الجهات المعنية على إصلاح المنظومة الصحية باعتماد الملف الصحي الإلكتروني، كخطوة محورية لتحديث أساليب التكفل بالمرضى وتحسين التواصل بين مختلف الفاعلين في المجال الصحي. يهدف الملف الصحي الإلكتروني إلى تسهيل الإجراءات الطبية، وضمان دقة المعلومات، وربط البيانات الطبية بشكل موحد يمكن من تتبع المسار العلاجي للمريض وتحليل حالته بفعالية، كما يتيح هذا النظام إمكانيات كبيرة في التخطيط الصحي، من خلال توفير قاعدة بيانات دقيقة تساعد في اتخاذ القرارات المناسبة، إلى جانب تحسين جودة الرعاية الصحية وضمان سلامة المرضى. تسعى هذه الورقة البحثية إلى تسليط الضوء على أحد مظاهر الرقمنة في القطاع الصحي، وذلك بالتركيز على اعتماد الملف الصحي الإلكتروني كأداة استراتيجية لتطوير المنظومة الصحية وتعزيز أدائها
