Uncertainty And Risk In Evaluating Algeria’s Startup Policies: A Monte Carlo Simulation Approach

Authors : Berbache Sami .

Abstract

This study assesses the economic viability of Algeria’s post-2020 startup support policies under uncertainty. Employing Monte Carlo Simulation (MCS) with 10,000 iterations, we analyze the probability distribution of the Net Present Value (NPV) over 2020-2030. The MCS reveals a mean NPV of -7.08 billion DZD (median -7.74 billion), with a 20.6% probability of positive returns (NPV >0). Results indicate significant downside risk, though non-trivial upside potential exists. Sensitivity analysis identifies employment benefit assumptions (jobs per startup and premium per job) as key drivers of NPV uncertainty, followed by foregone customs revenue from early-stage imports. The findings accentuate probabilistic analysis for realistic policy evaluation and suggest economic viability hinges on maximizing high-value job creation and mitigating cost drivers like import dependency.
