تقييم مساهمة الاستثمار الخاص في التشغيل في الجزائر خلال الفترة 2000-2023

الملخص
عرفت الجزائر تطورات تنظيمية وتشريعية مختلفة منذ الاستقلال لتشجيع الاستثمار الخاص وضمان مشاركته الفعالة في عملية التنمية الاقتصادية وبالتالي توفير مناصب شغل جديدة ودائمة. لقد حاولنا في هذه الدراسة الربط بين الاستثمار الخاص والتشغيل ومعرفة مدى تأثر العلاقة بينهما وذلك من خلال معرفة مدى مساهمة الاستثمار الخاص في خلق مناصب الشغل في بلادنا خلال الفترة 2000-2023، وبعد التطرق إلى دراسة واقع التشغيل في الجزائر وعلاقته بالاستثمار الخاص (محلي كان أو أجنبي)، وكذا بعد حساب الإنتاجية الحدية للاستثمار الخاص وجدنا أن الاستثمار الخاص يساهم في التشغيل بشكل فعال خاصة في قطاع التجارة والخدمات والتي تعتبر قطاعات غير منتجة للقيمة المضافة، وتبقى مساهمته في القطاعات المنتجة :زراعة، صناعة محتشمة لاستحواذ القطاع العام عليها . كما توصلت الدراسة إلى أن إنتاجية الاستثمار الخاص تبقى ضعيفة مقارنة بالدعم المقدم له لضمان مشاركته الفعالة في التنمية. Algeria has known various regulatory and legislative endeavors since independence to encourage private investment and participated in the economic development process and thus provide new successful jobs. In this study, we tried to study the joint between private investment and employment and to know the extent of the impact of the different ratios by knowing the extent of the contribution of private investment to job creation in our country during the period 2000-2023, and after learning about the study of real work in Algeria and its relationship to private investment (local or secondary), and three after calculating their investment elements that private investment in employment effectively especially in the trade sector which is considered a winter not productive of value in addition to, and remains a contribution to the productive day: agriculture, industry modest not included in the public sector. The study also concluded that the productivity of private investment remains weak compared to the support it indicated and participated in development.
