البرنامج السياسي للحكومة في التعديل الدستوري 2020 بين تأثير البرلمان ومتطلبات السياسة العامة

الملخص
تهدف الدراسة إلى تحديد تأثير السلطة التنفيذية، والأغلبية البرلمانية على البرنامج السياسي للحكومة وفق مقتضيات التعديل الدستوري 2020. تعتبر الحكومة المسؤولة عن تحقيق التنمية عبر رسم سياسة عامة يتدخل في ضبطها توجه الأغلبية في البرلمان، حيث يخضع تكوين الحكومة لمبدأ الأغلبية، وتوجه النظام السياسي. عمد المؤسس الجزائري إلى ربط السلطة بالمسؤولية والمسار الانتخابي بقرار تعيين الحكومة بالرغم من عدم تناسب سلطة الحكومة مع المساءلة البرلمانية وتفوق مؤسسة رئاسة الجمهورية. The study aims to determine the influence of the executive authority and the parliamentary majority on the political program of the government according to the requirements of the 2020 constitutional amendment. The government is responsible for achieving development through the formulation of public policy that interferes with the direction of the majority in parliament, where the composition of the government is subject to the principle of majority, and the direction of the political system. The Algerian founder linked power to responsibility and the electoral process with the decision to appoint the government despite the disproportionate power of the government with parliamentary accountability and the superiority of the institution of the presidency.
