الذكاء الاصطناعي والحق في الخصوصية عبر مواقع التواصل الاجتماعي من المنظور الدولي

الملخص
الملخص: تواجه البشرية جملة من المتغيرات اثر الثورة المعلوماتية، ويشكل الذكاء الاصطناعي أسمى حالات التغير، لتمكين مستعمله من الوصول إلى أية معلومة بصيغة سهلة، بالموازاة مع ذلك يتم استخدام وسائل التواصل الاجتماعي بصورة كبيرة، ما جعله يشكل المجال الخصب لممارسة حرية الرأي والتعبير بشكل مخيف من حيث السرعة، أو محتوى وجهة النظر المقدمة للغير. ما يجعل الحق في حرية الرأي والتعبير وفق وسائل التواصل الاجتماعي تشكل متغيرا يتأثر ويؤثر في آن واحد، نظرا للاستعمال الواسع لهذه الوسائط من جهة، واختلاف مجالات استعمالها دون التقييد بقواعد او أسس يتم احترامها متى تم الاعتماد على ما منحه الذكاء الاصطناعي من تطور وسرعة في مجال وسائل التواصل الاجتماعي، ما يجعل سوء استعمال الذكاء الاصطناعي في سبيل العمل على إيصال المعلومة أو مشاركتها، قد يرقى إلى درجة انتهاك العديد من حقوق الإنسان ومن بينها الحق في الخصوصية، ما يدفع إلى الحرص على توجيه استعمال مواقع التواصل الاجتماعي بصيغة يتم من خلالها تجنب جعل حقوق الإنسان خاصة الحق في الخصوصية محل انتهاك رقمي، ما دفع إلى ضرورة البحث في موضوع الذكاء الاصطناعي وما يترتب عنه من مخالفات تمس بأهم حق من حقوق الانسان والمتمثل في الحق في الخصوصية، الذي بات سهل المنال بموجب مخلفات الاستعمال السلبي لمواقع التواصل الاجتماعي، ما استوجب ضرورة حرص مختلف الدول خاصة منها المشجعة لاستعمال الذكاء الاصطناعي بمختلف مستوياته على اتخاذ مختلف تدابير وآليات الحماية الاستباقية بسبب الانتشار الواسع لاستعمال الذكاء الاصطناعي خاصة منه وسائل التواصل الاجتماعي التي باتت تستعمل من طرف مختلف شرائح المجتمع ما يشكل تهديد خطير للحياة الخاصة للأشخاص. Abstract: Humanity is facing a huge changes as a result of the information developments revolution, and artificial intelligence represents the highest state of change, enabling its user to access any information in an easy way, In parallel with this, social media is being used to a large extent, What made it a good space for exercising freedom of opinion and expression is frightening in terms of the speed or content of the point of view presented to others, What makes the right to freedom of opinion and expression according to social media constitute a variable that is affected and affected at the same time, due to the widespread use of these media on the one hand, and the different areas of their use without being restricted by rules or foundations that are respected when relying on the development and speed granted by artificial intelligence in the field, social media, What makes the misuse of artificial intelligence for the purpose of communicating or sharing information may amount to a violation of many human rights, including the right to privacy, which prompts care to direct the use of social networking sites in a way that avoids making human rights especially the right. In privacy the subject of a digital violation, which prompted the necessity of researching the issue of artificial intelligence and the resulting violations that affect the most important human right, which is the right to privacy, which has become easily accessible due to the remnants of negative use of social medea sites, This necessitated the need for various countries, especially those that encourage the use of artificial intelligence at various levels, to take various proactive protection measures and mechanisms due to the widespread use of artificial intelligence, especially social media, which has become used by various segments of society, which poses a serious threat to people’s private lives.
