Algeria’s Readiness For Digital Transformation In A Growing Culture Of Resistance To Change

Authors : Benyza Youcef .

Abstract

This study aimed to examine Algeria's capacity and readiness to undergo a digital transformation in recent years, in light of the objectives outlined in Algeria's Digital Transformation Strategy for 2025. Employing a multi-method approach, the study analyzed documents containing the government's policies and strategic plans. The findings revealed significant shortcomings that hinder the country's readiness to achieve the desired transformation as outlined in government plans and objectives. This necessitates increased efforts from all stakeholders in the economic, social, and cultural spheres to mitigate the widespread culture of resistance to change within most sectors. The study also finds that the government has confronted this resistance primarily through the exercise of its symbolic authority, overlooking more flexible solutions that could mobilize all available material, financial, and human resources.
