Résumé
Les collectivités territoriales agissent constamment pour l’amélioration et le progrès de la qualité de la gestion des affaires publiques locales. Dans ce contexte la; l’organisation administrative en Algérie œuvre à amoindrir l’intensité de la centralisation, tout en ayant à l’esprit l’objectif de la préservation de l’intérêt général et du maintien de la paix et de la stabilité sociale, d’où la Daïra surgis comme un échelon intermédiaire entre la Wilaya et les communes sous tutelle. Dans cet ordre d’idées nous consacrerons cette étude pour mettre en exergue l’organisation administrative et le fonctionnement de la Commune et de la Daïra de Bejaia. ______________________________________________________________________________________________________________ The local authorities are constantly working to progress in the quality of the management of local public affairs. In this context, the administrative organization in Algeria is working to decrease and reduce the intensity of centralization, bearing in mind the objective of preservation of the general interest and social stability. As a matter of result, the arises of the Daïra as an intermediate level between the Wilaya and the municipalities under supervision. In this line of thoughts, we will devote this case/study to highlight the administrative organization and the functioning of the Municipality as well as the Daïra of Bejaia.
