Cette contribution se veut d’abord un rappel succinct des conditions dans lesquelles est née la proclamation du 1er novembre 1954. Ensuite, il s’agit d’une ébauche visant à asseoir une hypothèse d’une lecture dynamique de ce texte fondateur. This contribution is first and foremost a brief reminder of the conditions in which the proclamation was born November 1, 1954.
