These efforts reflect Ethiopia’s attempt to secure a strategic position capable of safeguarding its interests within a regional environment characterized by power imbalances and competing interests. One of the clearest indicators of this orientation is Abiy Ahmed’s official speeches before the Ethiopian Parliament, in which he described access to the Red Sea as an existential issue with historical and symbolic dimensions, achievable through diplomacy or the use of power. This trend is further reflected in the Ethiopian Ministry of Foreign Affairs’ 2023 document and in the 2024 Memorandum of Understanding signed with Somaliland, highlighting the close link between this ambition, Ethiopia’s national security considerations, and its broader geopolitical orientation.
