Reforming The Legal System For Public Service Management Methods To Improve The Quality Of Public Service: "from Traditional Management To Partnership"

Abstract

Administrative activity is tangibly manifested through the public service, which is considered the fundamental aspect of state life, as it provides a public service to citizens. This service has become a priority for public authorities in Algeria, especially in light of the constitutional founder's interest in the public service and the quality of services, with the aim of strengthening citizens' relationship with state institutions. However, improving the quality of public services provided by the public service depends on the methods developed by the public authorities to manage the public service, especially in light of the diversity of the state's function, in addition to the continuous expansion and development of citizens' needs. This required the establishment of a precise legal framework that enshrines modern methods of management that are in line with current circumstances, in an effort to ensure the quality of service that citizens expect from state institutions. يتجلى النشاط الاداري بصفة ملموسة بواسطة المرفق العمومي، والذي يعتبر المظهر الأساسي لحياة الدولة، لأنه من خلاله يتم تقديم خدمة عمومية للمواطن، هذه الأخيرة أصبحت من أولويات السلطات العمومية في الجزائر، خاصة في ظل اهتمام المؤسس الدستوري بالمرفق العمومي وبجودة الخدمات، وذلك بغرض ترقية علاقة المواطن بمؤسسات الدولة. غير أن تحسين جودة الخدمات العمومية التي يقدمها المرفق العمومي، مرهونة بالأساليب التي تضعها السلطات العمومية من أجل تسيير المرفق العام، خاصة في ظل تنوع وظيفة الدولة، بالإضافة الى التوسع والتطور المستمر لحاجيات المواطن، وهذا ما تطلب وضع إطار قانوني دقيق، يكرس أساليب حديثة في التسيير تتماشى والظروف الراهنة، وذلك سعيا لضمان نوعية وجودة الخدمة التي ينتظرها المواطن من مؤسسات الدولة.
