This article decrypts and then analyzes the regulatory and legal framework that facilitates startup activity in Algeria between 2020 and 2025. The methodology used is mixed, including a literature review based on the analysis of legislative and regulatory texts and a comparative approach between Algeria and Tunisia. The results show that Algeria has focused its policy on launching and encouraging small and medium-sized enterprises through the institutionalization of the 'startup' label and significant, but still insufficient, tax incentives. The Tunisian experience shows that comprehensive, flexible, and structured support maximizes the impact of public policies.
