This article aims to examine the impact of the collapse of the Soviet Union on the concept of civil society, with a focus on the use of non-governmental organizations by major powers particularly the United States to advance various political and economic agendas. The research problem stems from questioning the extent of the independence of civil society and NGOs, as well as the limits of their governmental and political instrumentalization before and after the end of the Cold War. The study adopts a descriptive analytical approach, drawing on an analysis of relevant theoretical literature and political studies, and using illustrative examples to trace the historical development of this instrumentalization. The findings indicate that the existence of the Soviet Union contributed to the use of NGOs within an anti-communist agenda, while its collapse led to the revival of the concept of civil society and the expansion of NGOs, but within new agendas linked to neoliberalism and the consolidation of hegemony in a unipolar world, confirming that civil society has not been a neutral actor so much as a tool shaped by the interests of major powers.
