This study starts from a central question: How can artificial intelligence technologies be used to reshape university library services in line with the requirements of Library 4.0? It aims to build an integrated model for a smart library that combines the dimensions of technology, people, and governance. The research relied on a descriptive analytical approach through a systematic review of the scientific literature. The results revealed that the adoption of artificial intelligence technologies improves the user experience by more than 60% and reduces information retrieval time by 45%. while the three challenges of weak digital infrastructure, inadequate librarian skills, and lack of data governance constitute a fundamental obstacle to the full transition to fourth-generation libraries, requiring a gradual and integrated development approach.
