The Features Of The Financial State In The Ottoman Iyāla Of Algiers: Treasury Administration And Taxation Mechanisms

Abstract
This study analyzes the financial system of the Iyāla of Algiers during the Ottoman period by focusing on the roles of the treasury and taxation institutions in managing financial resources. It explores the relationship between these institutions to better understand public finance management within the Ottoman administrative framework and highlights a system based on centralized treasury control and diverse fiscal revenues. The findings indicate that the Ottoman administration relied on a structured financial apparatus to secure resources and sustain administrative and military functions, despite occasional social impacts caused by increased taxation / تهدف هذه الدراسة إلى تحليل ملامح النظام المالي في إيالة الجزائر خلال العهد العثماني، من خلال إبراز دور الخزينة ومؤسسات الجباية في تنظيم وتسيير الموارد المالية. كما تتناول العلاقة بين هاتين المؤسستين لفهم كيفية إدارة المالية العامة ضمن الإطار الإداري العثماني، مع تسليط الضوء على نظام يقوم على مركزية الخزينة وتنوع الإيرادات الجبائية. وتُظهر النتائج أن الإدارة العثمانية اعتمدت جهازا ماليا منظما مكّنها من تأمين الموارد وضمان استمرارية النظامين الإداري والعسكري، رغم بعض الآثار الاجتماعية التي رافقت أحيانًا زيادة الأعباء الجبائية.
