Abstract: This paper aims to analyze the role of startups in promoting economic diversification and reducing rent dependency in the Algerian economy, with a comparative focus on the Tunisian experience. The study adopts a descriptive and analytical approach supported by statistical data from 2021 to 2025, drawing on national and international sources, as well as key indicators of innovation and entrepreneurship ecosystems in both countries. The findings reveal that startups have become a strategic pillar of diversification policies through their contribution to emerging sectors such as fintech, smart agriculture, and digital services, while fostering job creation and increasing the added value of local products. The comparative analysis highlights distinct policy orientations: Algeria has emphasized expanding university incubators and institutional frameworks, whereas Tunisia has focused on financing mechanisms and legal reforms such as the Startup Act to facilitate the growth of innovative enterprises. The study concludes that enhancing the role of startups requires comprehensive structural reforms, including the creation of venture capital funds, the development of digital infrastructure, and stronger linkages between universities and the private sector—key steps toward building a knowledge-based and resilient diversified economy.
