This study examines market regulation and commercial practices in the Islamic Mashriq during the Mamluk period, considering them as fundamental mechanisms adopted by the state to organize economic activity and regulate urban life. The research is based on a central problem that seeks to answer the following question: How did the Mamluk state regulate markets and commercial practices, and what methods and controls did it employ to ensure price stability and protect society from harmful commercial practices? From this main issue stem several subsidiary questions, most notably: What were the legal and institutional foundations of market regulation? What role did the institution of ḥisba play in enforcing this regulation? How did political authority intervene in organizing commercial activity? And what were the economic, social, and political implications of market regulation in the cities of the Islamic Mashriq? The study adopts a historical-analytical approach, relying on the analysis of historical and jurisprudential sources to identify the mechanisms of supervision and the scope of state intervention. The findings demonstrate that market regulation during the Mamluk period was not merely an economic measure, but rather a comprehensive system with legal, administrative, social, and political dimensions. It contributed to economic stability, consumer protection, the limitation of monopoly and fraud, the reinforcement of social order, and the consolidation of state authority within the urban sphere, highlighting the significance of this experience for understanding state–society.
