Abstract

This study aims to identify the impact of strategic talent management practices (attraction, development, and retention) on enhancing competitive advantage at (BADR), Tipaza Agency. To achieve the study objectives, a structured questionnaire was designed and distributed to a sample of 30 administrative and operational employees, and the results were analyzed using SPSS (v25). Results revealed weaknesses in the strategic practices related to talent attraction and development, along with limited effectiveness of retention practices, despite the bank possessing a relatively strong competitive advantage. Individually, each dimension of talent management has a weak but statistically significant positive effect, while their combined influence was not significant on competitive advantage. Accordingly, the study recommends adopting an integrated strategic framework for talent management to enhance sustainable advantage, including modernized attraction strategies, development aligned with strategic goals, a motivating work environment, clear career paths, and linking talent management metrics to competitive outcomes, with the aim of supporting the bank’s competitive positioning and organizational effectiveness.
