The international normative entrenchment of family protection constitutes a structural cornerstone of the human rights system. However, its enforcement is constrained by the tension inherent in reconciling the universality of legal texts with the specificity of national contexts. This paper seeks to elucidate the substantive and procedural guarantees established by the International Bill of Human Rights and specialised conventions, particularly those relating to women and children, while also analysing the supervisory role of treaty bodies in ensuring normative compliance. This study further examines the Algerian legislature's experience in harmonising international obligations with identity-based particularities, particularly through the mechanism of legal reservations. The research concludes that the effectiveness of international protection remains contingent upon the establishment of a finely calibrated balance that safeguards the universality of rights without undermining the value frameworks and family-related public order of states.
