Media And Communication Literacy In The Digital Age: A Critical Study

Authors : Farzouli Mokhtar .

Abstract

Abstract This article examines the role of media and communication literacy in improving both the production and reception of communicative content in the online environment. It argues that media and communication literacy should not be reduced to the technical ability to use digital tools, nor to a narrow defensive approach that only warns young people against the dangers of the internet. Rather, it should be understood as a critical, ethical, cognitive, and participatory competence that enables users to access, evaluate, produce, circulate, and contest digital content responsibly. The article focuses on four interrelated challenges: excessive and addictive use of social networking sites among young people, the spread of fake news and misinformation, online hate speech, and prolonged living within echo chambers and algorithmically filtered information environments. The Algerian case is used as a central analytical context because Algeria has become a highly connected society, with tens of millions of internet and social media users and a strong presence of Facebook, YouTube, TikTok, and other platforms in the everyday life of young people. Drawing on Algerian, Arab, and international studies, the article adopts a critical perspective: it recognizes the empirical value of media literacy interventions, but also warns against overly simplistic approaches that treat youth as passive victims, technology as the sole cause of social problems, or media literacy as a magical solution. The article concludes by proposing a five-dimensional model for Algeria: self-regulation and digital well-being, verification and epistemic responsibility, algorithmic awareness, ethical content production, and civic counter-speech. Such a model requires cooperation between schools, universities, families, media institutions, civil society, regulators, and digital platforms.
