واقع الإدارة الإلكترونية بالمؤسسة الجزائرية (دراسة ميدانية ببلدية الطارف)

الملخص
ملخص: تحقيقًا لأهداف الدراسة التي تصبو إلى التعرف على واقع الإدارة الإلكترونية بالمؤسسة الجزائرية تم الاعتماد على المنهج الوصفي التحليلي وتقنية الملاحظة والاستمارة كأدوات لجمع البيانات .أما العينة فكانت عشوائية قصدية شملت موظفي بلدية الطارف ، وعددهم (90) موظفا .وتم التوصل إلى العديد من النتائج وهي كالتالي : 1- هناك إمكانية لتطبيق الإدارة الإلكترونية على مستوى بلدية الطارف وذلك باستخراج الوثائق الإدارية للمواطن التي أصبحت تتم إلكترونيا (بطاقة التعريف البيومتري / جواز السفر بيومتري)،استخدام أجهزة الحاسوب في العمل الإداري ، ،موقع خاصة بالبلدية للاستماع إلى مشاكل المواطن . 2-هناك العديد من التحديات التي تعرقل تطبيق الإدارة الإلكترونية على مستوى بلدية الطارف وتتمثل في (العوائق الإدارية ، التنظيمية ، البشرية ، المالية ، الأمنية ، التقنية) والعوائق الإدارية أولى هذه التحديات . 3- هناك العديد من المتطلبات لتفعيل الإدارة الإلكترونية ببلدية الطارف لعل أهمها الدعم الإداري المساند لضرورة التغيير،وتوظيف كوادر بشرية المؤهلة والمدربة تقنيا في ظل غطاء مالي وأمن معلوماتي . الكلمات المفتاحية: البلدية الذكية ؛ الإدارة المحلية ؛ المعوقات ؛ المؤسسة الجزائرية؛الإدارة الإلكترونية Abstract: In order to achieve the objectives of the study, which aims to identify the reality of electronic management in the Algerian institution, the descriptive analytical approach, observation technique, and form were relied upon as tools for collecting data.The sample was intentionally random and included Al-Tarf Municipality employees, numbering (90) employees.Many results were reached, as follows: 1- There is a possibility to implement electronic administration at the level of the municipality of El Tarf by extracting the citizen's administrative documents that have become done electronically (biometric identification card / biometric passport), using computers in administrative work, and a special website for the municipality to listen to the citizen's problems. 2- There are many challenges that hinder the implementation of electronic administration at the level of the municipality of El Tarf, and they are represented in (administrative, organizational, human, financial, security, and technical obstacles), and the administrative obstacles are the first of these challenges. 3- There are many requirements to activate electronic administration in the municipality of El Tarf, perhaps the most important of which is administrative support supporting the necessity of change, and employing qualified and technically trained human cadres under financial cover and information security.
