This study aims to evaluate the effectiveness of the legal and institutional frameworks established in Algeria to promote non-hydrocarbon exports and to identify the main constraints limiting their impact. The research adopts a legal and analytical methodology based on the examination of legislative and regulatory texts governing foreign trade, combined with a descriptive institutional analysis of key actors involved in export promotion. It also relies on statistical tools, particularly official data from the National Statistics Office, to assess export performance and sectoral dynamics. The findings reveal that, despite the existence of comprehensive support mechanisms, non-hydrocarbon exports remain structurally weak and highly dependent on hydrocarbons. The results highlight that legal instruments alone are insufficient to achieve export diversification, as structural constraints such as limited competitiveness, production capacity, and weak integration into international markets continue to hinder sustainable export growth in Algeria
