Abstract: This study aims to analyze the asymmetric effects of social spending by social security funds, namely the National Retirement Fund (CNR) and the National Fund for Wage Earners (CNAS), on economic growth in Algeria over the period 2003–2024. Using quarterly data and the Nonlinear Autoregressive Distributed Lag (NARDL) model, the analysis incorporates inflation and unemployment as control macroeconomic variables. The bounds testing approach confirms the existence of a long-run equilibrium relationship between gross domestic product, social spending, and the macroeconomic variables, while the error correction model indicates a partial adjustment speed of approximately 9 percent per quarter. The results reveal a clear asymmetry in the impact of retirement fund spending, with negative shocks exerting a stronger adverse effect on economic growth than positive shocks in both the short and long run. By contrast, social spending by the CNAS shows neutral effects in the short run and a negative, statistically significant effect in the long run, with greater sensitivity to negative shocks. Moreover, inflation and unemployment emerge as the main determinants of economic growth dynamics in Algeria, whereas the impact of social spending remains conditional on the nature and direction of shocks. These findings highlight the importance of adopting balanced social policies that ensure financial sustainability while avoiding abrupt cuts in social expenditure.
