Digital Communication And Sustainability Awareness: Data Analysis Of The Algerian Government’s Digital Effectiveness.

Abstract

This study examines the effectiveness of the Algerian government’s digital communication in raising sustainability awareness among citizens. Despite growing digital access, it questions whether official platforms strategically convey environmental messages. The used multi-phase analysis yielded three calibrated findings: (1) programmatic access barriers—attributable to HTTPS configuration and server capacity constraints rather than content absence—affected all ten automated scraping targets, revealing heterogeneous digital infrastructure capacity across ministries; (2) manual content audit and NLP-assisted analysis of accessible sites identified 155 keyword instances (weighted score: 233), concentrated in sector-mandated agencies (Ministry of Environment, APRUE), while administrative ministries showed near-zero sustainability content; and (3) qualitative content analysis indicates that available sustainability content is predominantly informational in register, with limited behavioral mobilization or citizen engagement orientation.
