This paper highlights the importance of adopting digital transformation and big data management within Algerian governmental institutions, especially in light of the rapid global changes affecting public administration. It argues that digital transformation is no longer optional, but rather a strategic necessity to enhance governmental performance, promote transparency, and reduce bureaucratic inefficiencies. The paper emphasizes that big data represents a key tool in this transformation, given its ability to generate accurate insights that support decision-making and public policy development. However, the Algerian context faces significant structural and technical challenges that hinder the effectiveness of this transformation. These include weak digital infrastructure, a shortage of qualified professionals in data science, fragmented information systems, and the continued reliance on traditional administrative models that are incompatible with the demands of the digital era. Moreover, the lack of coordination among government entities limits the potential benefits of modern technologies and delays the shift toward a fully integrated digital government. The paper compares the local situation with successful international experiences, such as those of the United Arab Emirates and Saudi Arabia, which have achieved tangible outcomes by investing in technology and developing policies that place data at the core of their administrative processes. In this context, the study recommends updating infrastructure, strengthening public-private partnerships, and expanding specialized training as essential steps toward an effective transition to modern, knowledge- and innovation-based digital governance models.
