الملخص باللغة العربية: تروم هذه الدراسة تحليل دور الإصلاح الإداري في عملية التنمية السياسية من خلال ابراز أهميته و اثره في تحسين الأداء الإداري وتعزيز كفاءته و فعاليته في الاستجابة لمتطلبات التنمية الإدارية باعتبارها عملية شاملة تستهدف تحديث الهياكل الإدارية و تطوير الموارد البشرية و تحسين آليات التسيير بما ينسجم مع متطلبات الإدارة الحديثة، كما بينت الدراسة التنمية الإدارية هي النتيجة الحتمية و الطبيعية للإصلاح الاداري الناجح، حيث تؤدي الى رفع كفاءة الجهاز الإداري و تحسين جودة الخدمة العمومية و تعزيز قدرة الإدارة على الاستجابة التنمية الشاملة و في هذا السياق تظهر التجربة الجزائرية بوصفها نموذجا يسعى لمواكبة التحولات الإدارية العالمية من خلال تبني جملة من السياسات الإصلاحية و البرامج الهادفة الى تحديث الإدارة العامة و تحسين أدائها غير ان هذه الإصلاحات و مدى انعكاسها على تحقيق التنمية الإدارية لا تزال تواجه بعض التحديات من بينها مقاومة التغيير و نقص التكوين و تأهيل الموظفين العموميين و مشكل المركزية وفاعلية الأداء الإداري. ينطلق البحث من إشكالية مفادها: ما مدى مساهمة الإصلاح الإداري في تحقيق التنمية الإدارية في الجزائر؟ واعتمدت الدراسة على المنهج الوصفي التحليلي من خلال توصيف المفاهيم المرتبطة بالإصلاح الاداري والتنمية الإدارية وتحليل العلاقة بينهما مع دراسة اليات الإصلاح ودوره في تحقيق التنمية الادارية في الجزائر ان أليات الإصلاح الإداري تعد أدوات أساسية لتحقيق التنمية الإدارية اذ بدورها تؤثر بشكل مباشر في تحسين الأداء الإداري ورفع جودة الخدمات العمومية و هذا مرتبط بمدى استمرارية عمليات الإصلاح الإداري و شموليته بما يضمن إدارة عامة اكثر فعالية و كفاءة. Abstract This study analyzes the role of administrative reform in the process of political development by highlighting its importance and its impact on improving administrative performance, as well as enhancing efficiency and effectiveness in responding to the requirements of administrative development. Administrative reform is approached as a comprehensive process aimed at modernizing administrative structures, developing human resources, and improving management mechanisms in line with the demands of modern public administration. The study argues that administrative development represents the inevitable and natural outcome of successful administrative reform, as it contributes to raising the efficiency of the administrative apparatus, improving the quality of public services, and strengthening the administration’s capacity to respond to comprehensive development needs. In this context, the Algerian experience is examined as a model seeking to keep pace with global administrative transformations through the adoption of a set of reform policies and programs aimed at modernizing public administration and improving its performance. However, despite these efforts, administrative development continues to face several challenges, including resistance to change, insufficient training and qualification of public employees, and issues related to centralization and administrative effectiveness. The study adopts a descriptive-analytical approach to examine the relationship between administrative reform and administrative development, concluding that reform mechanisms constitute essential tools for achieving sustainable administrative development and ensuring a more efficient and effective public administration.
