الإستراتيجية الإعلاميّة لحماية حقوق الأطفال في الواقع والمأمول Media Strategy To Protect Children's Rights In Reality And In Hopes

الملخص
يهدف هذا البحث إلى إبراز التوعية بحقوق الأطفال في الواقع والمأمول، وتعزيز الوعي لدى الجمهور بأهمية حمايتهم، وتشجيع الحوار العام حول هذا الموضوع، وضمان وجود بيئة إعلامية تعتمد على المعلومات الدقيقة والموثوقة حول حقوق الأطفال، وتقييم الآليات الوطنية لحماية حقوق الأطفال، وإظهار دور الإعلام في حماية حقوق الأطفال، ودور المنظمات الوطنية في حماية حقوق الأطفال، وبيان انضمام فلسطين لاتفاقية حقوق الأطفال، ووجوب تطبيق نصوص اتفاقية حقوق الأطفال، وإنشاء آليات وطنية لحماية حقوق الأطفال. وانتهى البحث بعد وضاحة ذلك إلى بيان مسؤولية الدول الأطراف تجاه تنفيذ الاتفاقية، باعتبارها ملزمة بالوفاء بالتزامات الاتفاقية، وأن مسؤولية الدول لا تتوقف عند تنفيذ التزاماتها فحسب، بل تتعدى إلى إنشاء الآليات الوطنية لحماية حقوق الأطفال. ولضمان نجاح هذه الآليات لابد أن يسبقها توفير الضمانات القانونية والسياسية لذلك، ويقترح الباحث تعزيز دور مؤسسات المجتمع المدني والرعاية الاجتماعية وتقويتها في تثقيف وتوعية الأطفال بحقوقهم، ومساعدة وتأهيل الأحداث الجانحين في الاندماج مع المجتمع. وفرض آليات للرقابة الموفرة لحماية حقوق الأطفال بما يشتمل المؤسسات والوزارات والهيئات المختصة. ويقترح البحث أنه يمكن تحقيق ذلك من خلال حملات إعلامية متعددة الوسائط تستهدف الأهل والمعلمين والمجتمع بشكل عام. ويمكن استخدام منصات التواصل الاجتماعي والحملات الإعلامية لنشر قصص نجاح، وتوعية الناس بأضرار العنف ضد الأطفال وضرورة توعيتهم للحماية. ويجب تشجيع الحوار العام حول حقوق الأطفال والتحديات التي تواجهها. ويجب على وسائل الإعلام تبني معايير صارمة للدقة والموثوقية في تقديم المعلومات حول حقوق الأطفال. ويمكن تنظيم مسابقات إعلامية أو ورش عمل لتشجيع المبدعين على إنتاج محتوى إعلامي يعكس حقوق الأطفال ويساهم في تعزيزها. It is known that this research aims to highlight awareness of children’s rights in reality and what is hoped for, enhance public awareness of the importance of protecting them, encourage public dialogue on this subject, ensure the existence of a media environment that relies on accurate and reliable information about children’s rights, and evaluate and evaluate national mechanisms for protecting children’s rights. Showing the role of the media in protecting the rights of children, in addition to the role of national non-governmental organizations in protecting the rights of children, and explaining Palestine’s accession to the Convention on the Rights of the Child, the necessity of implementing the provisions of the Convention on the Rights of the Child, and establishing national mechanisms to protect the rights of children. The research concluded after clarifying this with the most important points. Its results. Namely, it is the responsibility of States parties to the Convention on the Rights of the Child to implement the Convention, as they are obligated to fulfill the obligations arising from the Convention, and that the responsibility of States does not stop at implementing their obligations only, but extends beyond establishing national mechanisms to protect children’s rights. In order to ensure the success of these mechanisms in achieving the purpose for which they were established, they must be preceded by the provision of legal and political guarantees for this. The research suggests enhancing and strengthening the role of civil society and social welfare institutions in educating and raising awareness of children about their rights, and assisting and rehabilitating juvenile delinquents in integrating with society. Imposing mechanisms to monitor the provision and protection of children’s rights, including the relevant institutions, ministries and bodies. The research suggests that this can be achieved through multimedia information campaigns targeting parents, teachers, and society in general. Social media platforms and media campaigns can be used to spread success stories and educate people about the harms of violence against children and the need to educate them about protection. Public dialogue on children's rights and the challenges they face must be encouraged. The media must adopt strict standards for accuracy and reliability in providing information about children's rights. Media competitions or workshops can be organized to encourage creators to produce media content that reflects children’s rights and contributes to their promotion.
