الثقافة السياسية السائدة في الجزائر وتأثيرها على فعالية التدبير التشاركي في تسيير الشأن العام المحلي

الملخص
باستخدام المنهج الوصفي التحليلي، تسعى هذه الدراسة لتوضيح أثر الثقافة السياسية للفواعل المحليين في الجزائر، على جودة التدبير التشاركي كمقاربة تهدف لتعزيز مشاركة مختلف الفواعل المحلية في تسيير الشأن العام المحلي، وتصحيح بعض الإخفاقات التي شهدها نموذج الديمقراطية التمثيلية، كما تشير إلى أسباب تشكل نمط معين من الثقافة السياسية التي تحدد سلوك مختلف الفواعل السياسية والاقتصادية والاجتماعية ضمن مراحل بناء العملية السياسية وصياغة مخرجاتها، بهدف تفسير صعوبة القطيعة مع نمط يتعارض فكريا وسلوكيا مع متطلبات الخيار التشاركي وهو ما سيفصل فيه البحث تفصيلا ممنهجا يخدم الهدف الأساسي لهذه الدراسة. By using a descriptive and analytical approach, this study seeks to clary the impact of the political culture of local actors in Algeria on the quality of participatory governance, as an approach aimed at enhacing the participation of various local actors in the management of local public affairs and correcting some of the failures of the representative democracy model. It also points to the reasons for the formation of a particular type of political culture that determines the behavior of various political, economic, and social actors in the stages of building the political process and formulating its outcomes, with the aim of explaining the difficulty of breaking with a pattern that is intellectually and behaviorally incompatible with the requirements of the participatory option, which the research will examine in detail in a systematic manner that serves the main objective of this study.
