الملخص
يَتَنَاوَلُ هَذَا المقَالُ، فِي إطَارِ سِجَالَاتِ الفَلْسَفَةِ السِّيَاسِيَّةِ المعَاصِرَةِ حَوْلَ مَعْنَى الدِّيمُقْرَاطِيَّةِ فِي عَالَمٍ مُعَقَّدٍ وَمُتَسَارِعٍ، إمْكانَ التَّوفيقِ بَينَ الدِّيمُقْرَاطِيَّةِ التَّشَارُكِيَّةِ وَالدِّيمُقْرَاطِيَّةِ التَّدَاوُلِيَّةِ، وَذَلِكَ مِنْ أَجْلِ تَعْزِيزِ مُشَارَكَةِ الموَاطِنِينَ، وَتَجْوِيدِهَا فِي صُنْعِ القَرَارِ العَامِّ. تَنْطَلِقُ هَذِهِ الدِّرَاسَةُ مِنْ إِشْكَالِيَّتَيْنِ أَسَاسِيَّتَيْنِ: مَا المبَانِي النَّظَرِيّةُ وَالفَلْسَفِيّةُ الَّتي تُقِيمُ عَلَيْهَا الدِّيمُقْرَاطِيَّةُ التَّشَارُكِيَّةُ وَالدِّيمُقْرَاطِيَّةُ التَّداوُليَّةُ وُجُودَهُمَا؟ وَأَيُمْكِنُ لِآلِيَّاتِ المدَاوَلَةِ أَنْ تُحَسِّنَ نَوْعِيَّةَ المشَارَكَةِ وَشَرْعِيَّةَ السِّيَاسَاتِ، مَا دَامَتْ مَحْكُومَةً بِمُؤَسَّسَاتٍ رَاسِخَةٍ وَتَشْرِيعَاتٍ إِجْرَائِيَّةٍ مَرنةٍ؟ وَلِلإِجَابَةِ عَنْ هَاتَيْنِ الإِشْكَالِيَّتَيْنِ، أَطَّرْنَا مَقَالَنَا بِالمنْهَجِ التَّحْلِيلِيِّ المقَارَنِ، الَّذِي نُفَكِّكُ بِهِ مَفَاهِيمَ كُلٍّ مِنَ النَّظَرِيَّتَيْنِ الدِّيمُقْرَاطِيَّتَيْنِ، وَنَسْتَخْرِجُ مَوَاطِنَ الْتِقَائهما وَاخْتِلَافِهما، مَعَ تَسْلِيطِ الضَّوْءِ عَلَى مَا يُمْكِنُ أَنْ يُحَقِّقَ بَيْنَهُمَا تَكامُلًا وَتَفَاعُلًا بَنَّاءً. وَقَدْ انْتَهَى المقَالُ إِلَى اسْتِنْتَاجِ أَنَّ الدِّيمُقْرَاطِيَّةَ التَّدَاوُلِيَّةَ تُعَزِّزُ نَوْعِيَّةَ المشَارَكَةِ السِّيَاسِيَّةِ، شَرْطَ أَنْ تَقُومَ عَلَى شُرُوطِ تَمْكِينٍ مَعْرِفِيَّةٍ وَلُغَوِيَّةٍ، وَأُطُرٍ مُؤَسَّسَاتِيَّةٍ وَقَانُونِيَّةٍ رَاسِخَةٍ تَضْمَنُ تَكَافُؤَ الفُرَصِ وَتَمْنَعُ الهَيْمَنَةَ الرَّمْزِيَّةَ، وَتُؤَسِّسُ لِمُمَارَسَاتٍ سِيَاسِيَّةٍ أَعْمَقَ وَلِحَكامةٍ أَدْوَمَ. This article is part of contemporary debates in political philosophy on the meaning of democracy in a complex world. It questions the possibility of articulating participatory democracy and deliberative democracy in order to strengthen and qualify citizen participation. Two questions guide the analysis: What are the theoretical and philosophical foundations on which participatory democracy and deliberative democracy base their existence? Can deliberative mechanisms improve the quality and legitimacy of policies? The study adopts an analytical and comparative method: it deconstructs the key concepts of the two models, identifies convergences and divergences, and explores avenues for constructive complementarity. It concludes that deliberative democracy improves the quality of political participation if it is based on cognitive and linguistic empowerment and stable institutional and legal frameworks, laying the foundations for sustainable and reflexive governance.
