According to Law No. 11/10 related to municipalities, and the National Property Law of 1990, as amended and supplemented, the municipality, as the basic territorial community of the state, has the right to own property as long as it possesses territory, in accordance with the principle of territoriality. According to the Algerian Constitution, municipal property consists of both public and private assets. This diversity in property exposes it to numerous and varied risks that are difficult for the municipality to address, given its material, human, and even knowledge-based resources. Therefore, insuring municipal assets has become one of the primary concerns of local communities, especially after it was emphasized by the legislator through Ordinance 03/12, which mandates insurance for natural disasters. The insurance system plays a significant role in managing the greatest risks facing municipal property, allowing the municipality to focus on its main task of providing public services Key words: Municipality; Municipal Property; Risk; Insurance; Insurance Contracts.
