The concept of energy security has significantly evolved since the 1970s in three key dimensions: resources, capabilities, and contexts. Although the debate has tended to concentrate on availability, accessibility, affordability, reliability, and resilience aspects , the ongoing energy transition, induced by geopolitical conflict and climate change, constitutes a structural transformation in international political economy involving new energy sources, new markets, and changing patterns of state power within world capitalism. The increasingly intertwined relationship between energy and climate modifies definitions, indicators, and policy pathways. At the same time, synergies and trade-offs among climate and energy security parameters shape different paths. Current trends reveal a continuous increase in the number of countries with climate targets and a decline in CO₂ emissions per unit of energy produced; however, the increase in energy demand outpaces reductions in CO₂ intensity and renewables penetration.
