رقمنة القطاع العقاري بين الدوافع و تفعيل الإدارة الرقمية

الملخص
يشكل التحول الرقمي في القطاع العقاري ركيزة أساسية لتطوير هذا القطاع الحيوي وتحسين أدائه، وذلك من خلال تبني تقنيات رقمية تسهم في تبسيط وتسريع الإجراءات، وتحسين جودة البيانات، وتعزيز الشفافية وحماية الحقوق العقارية. انطلقت هذه الدراسة من مشكلة رئيسية تتمثل في كيفية مساهمة الرقمنة في تطوير القطاع العقاري وتفعيل الإدارة الرقمية لتحقيق الفعالية والشفافية. اتبع البحث المنهج الوصفي التحليلي من خلال التطرق لمفهوم الرقمنة، والدوافع التي أدت الى رقمنة القطاع العقاري و تفعيل الإدارة الرقميةفي القطاع العقاري. أظهرت النتائج أن الرقمنة تعزز من كفاءة الأداء وتسهل الوصول إلى المعلومات الدقيقة، مما يحسن تجربة المستخدمين ويحفز الاستثمار في القطاع العقاري، كما أن نجاح التحول الرقمي يتطلب تطوير البنية التحتية الرقمية، تحديث التشريعات، وتأهيل الموارد البشرية، إلى جانب تعزيز التعاون بين القطاعين العام والخاص. تخلص الدراسة إلى أن الرقمنة ليست فقط خيارًا تقنيًا، بل ضرورة استراتيجية تساهم في تعزيز نمو واستدامة القطاع العقاري، ما ينعكس إيجابًا على الاقتصاد الوطني. Abstract: The digital transformation of the real estate sector constitutes a fundamental pillar for the development and enhancement of this vital field. Through the adoption of digital technologies, this transformation contributes to simplifying and accelerating procedures, improving data quality, increasing transparency, and safeguarding property rights. This study originates from a central research question: how can digitalization contribute to the development of the real estate sector and the activation of digital administration to achieve efficiency and transparency. The research adopts a descriptive-analytical methodology by addressing the concept of digitalization, the driving factors behind the digital transformation of the real estate sector, and the implementation of digital administration within it. The findings reveal that digitalization improves operational efficiency and facilitates access to accurate information, thereby enhancing user experience and encouraging investment in the real estate sector. Moreover, the success of digital transformation requires the development of digital infrastructure, the modernization of legal frameworks, the training of human resources, and the strengthening of cooperation between the public and private sectors. The study concludes that digitalization is not merely a technological choice, but rather a strategic necessity that contributes to the sustainable growth of the real estate sector and positively impacts the national economy.
