الحكومة الإلكترونية في الجزائر "قطاع الصحة نموذجا"

الملخص
تتجلى أهمية الحكومة الإلكترونية في مواكبتها للتطور الهائل في مجال تقنيات ونظم المعلومات؛ وتهدف هذه الدراسة في إبراز مفهوم الحكومة الإلكترونية، وأهميتها ومجالات تطبيقاتها، وكذلك معرفة الآليات التي اعتمدتها الجزائر في إطار مشروع الحكومة الإلكترونية خاصة في القطاع الصحيّ، ومدى تجسيدها على أرض الواقع. وقد خلصت الدراسة إلى أنَّ تطبيق مشروع الجزائر الإلكترونية يشوبه العديد من النقائص التي حالت دون إنجازه على أرض الواقع، وهذا ما أثر بشكل مباشر على القطاع الصحي الذي لازال يعاني من العديد من المشاكل الروتينية فضلا عن تجسيد فكرة عصرنة القطاع، والاستفادة من تكنولوجيا المعلومات والاتصالات وما تدره من ميزات كثيرة في المجال الصحيّ. The importance of e-government is evident in its keeping pace with the trememendous development in the field of information technologies and systems. This study aims to highlight the concept of e-government, its importance, and the scope of its applications, as well as knowing the mechanisms that Algeria has adopted within the framework of the e-government project, especially in the health sector, and the extent of their embodiment on the ground. The study concluded that the implementation of the electronic Algeria project was marred by many shortcomings that prevented its implementation on the ground, and this directly affected the health sector, which still suffers from many routine problems, as well as embodying the idea of modernizing the sector and benefiting from information and communication technology and the benefits it brings. Many advantages in the health field.
