SWOT. Economic interests represent one of the most important components of regional approaches. Oil, natural gas, or other energy resources can serve as a fundamental entry point for cooperation and, subsequently, integration. The experience of the European Coal and Steel Community in 1957 among five European countries provides valuable lessons, as it succeeded in creating a prototype model of cooperation that ultimately led to European integration. In many cases, regional cooperation issues arise among states primarily to establish a fertile ground for collaboration and to create a more stable environment conducive to the efficient exploitation of shared energies and resources. However, the TAPI gas pipeline, which links Turkmenistan, Afghanistan, Pakistan, and India, has its own unique geographical, political, and economic characteristics, especially as it lies within the geopolitical sphere of Central Asia. A closer look at the region reveals a complex mix of peaceful and conflictual interactions, both among the states themselves and between them and external powers. It is a region that combines features of the “Heartland” and the “Periphery,” and is embedded within the strategic plans of major powers seeking control over it, given its abundance of untapped natural resources and its geostrategic location linking Europe and Asia. The TAPI pipeline could be viewed as a convergence of the “interests of rivals or adversaries.” Despite regional competition and differing national interests, policymakers have recognized its necessity and mutual benefit. The pipeline is expected to foster a more stable environment, encourage local development, and strengthen infrastructure within these countries—benefiting all parties involved, particularly those undergoing political transitions, such as Afghanistan after the U.S. withdrawal. This research paper explores the issue of activating regional cooperation through the energy approach among Central Asian countries, which face both economic and security challenges, amid the instability of the states crossed by the pipeline (e.g., Afghanistan) and the occasionally tense relations between India and Pakistan. The key questions are: What is the future of the project? What are China’s and Russia’s positions regarding this energy convergence? The study will adopt the SWOT analysis model.
