This paper examines the main liquidity management tools available to Algerian banks, including liquidity ratios, monetary policy instruments, and prudential regulations, while assessing their effectiveness in an unstable economic environment. It adopts a global and analytical approach through a review of current practices and a comparison with international standards. Stress testing is used to evaluate bank performance, showing that improving liquidity tools strengthens resilience. However, despite ongoing reforms, Algerian banks remain vulnerable to market fluctuations and global shocks. The analysis reveals a tendency to prioritize savings collection as a prerequisite while treating credit distribution as a selective prerogative. Although the solvency ratio ranges between 15–23%, reflecting long-term confidence, the capital-to-assets ratio remains low at 8–10%. This imbalance reflects a short-term liquidity issue, often managed through central bank refinancing, which raises interest rates. This situation affects performance of the banking sector and reduces its resilience to external shocks.
