This study examines how Libya’s socio-cultural structures, especially tribalism, shape the crisis. It delineates the concepts of crisis, structure, and socio-cultural orders, including sectarianism and tribal identity. The analysis evaluates the scope and limits of these structures’ influence. It also investigates the motivations of constituent actors and the mechanisms of impact. Mechanisms analysed include patronage networks, kinship obligations, and identity mobilisation. Evidence indicates that socio-cultural structures have adversely steered the conflict. Tribalism, in particular, has intensified complexity and prolonged the crisis. Consequently, state-building and institutional reconstruction have been significantly impeded. The findings suggest that durable resolution requires engaging tribal governance while strengthening national institutions
