الملخص
ملخص يشكل الفساد أحد أبرز العوائق أمام حماية حقوق الإنسان وتعزيزها، إذ يؤدي انتشاره إلى تقويض مؤسسات الدولة وحرمان الأفراد من حقوقهم الأساسية. ورغم أهمية مكافحته، إلا أن بعض التدابير قد تنطوي على مساس بالحريات، إذا لم تُراعَ فيها الضمانات القانونية. يستعرض هذا المقال انعكاسات الفساد المباشرة وغير المباشرة على حقوق الإنسان، ويُبرز التحديات المرتبطة بإجراءات مكافحته. كما يتناول الجهود الدولية والوطنية المبذولة في هذا المجال، داعيًا إلى تبني مقاربات متوازنة تضمن القضاء على الفساد دون الإضرار بالحقوق والحريات. الكلمات المفتاحية حقوق الإنسان، الفساد، الحكم الرشيد، الشفافية، التمييز. Abstract: Corruption remains one of the main obstacles to the protection and promotion of human rights, as its widespread presence undermines state institutions and deprives individuals of their fundamental rights. While anti-corruption efforts are essential, some measures may infringe on civil liberties if not implemented with proper legal safeguards. This article explores the direct and indirect impacts of corruption on human rights, as well as the challenges posed by certain anti-corruption strategies. It also examines international and national efforts in this field, emphasizing the need for balanced approaches that combat corruption without compromising fundamental rights and freedoms.
