أخلاقيات الإدارة: المفاهيم والمبادئ التأسيسية للسلوك المهني الرشيد

الملخص
ملخص: تهدف هذه الدراسة إلى بناء إطار نظري لأخلاقيات الإدارة، باعتبارها أحد الأسس الجوهرية لإصلاح الوظيفة العامة وترسيخ مبادئ النزاهة والفعالية داخل المرافق العمومية. وقد تناولت هذه الورقة البحثية المفاهيم الأساسية للأخلاق وأخلاقيات الإدارة، كما تم تحليل مصادر الأخلاقيات الإدارية، والأسس التي تُبنى عليها، مثل المصلحة العامة، والسلطة الرئاسية، والنظام التأديبي، وصولًا إلى المبادئ التي يُفترض أن يتحلى بها الموظف العمومي كالنزاهة، الحياد، وحسن معاملة المواطنين. وخلصت الدراسة إلى أن ترسيخ الأخلاقيات المهنية يتطلب أكثر من الإطار القانوني، إذ يستدعي تكوينًا مستمرًا، وبيئة مؤسسية داعمة، تجعل من الأخلاقيات سلوكًا مؤطرًا لا مجرد شعار تنظيمي. Abstract This study seeks to construct a theoretical framework for administrative ethics, positioning it as a fundamental pillar for the reform of the civil service and the consolidation of principles of integrity and efficiency within public institutions. The paper examines the foundational concepts of ethics and administrative ethics, followed by the notion of the “ethics of public life” as a reformative approach to confronting corruption. It further analyzes the sources of administrative ethics and the core principles on which they rest—such as the public interest, hierarchical authority, and the disciplinary system—culminating in the ethical standards expected of public officials, including integrity, impartiality, and respectful treatment of citizens. The study concludes that the entrenchment of professional ethics goes beyond the establishment of a legal framework; it requires more than just a legal framework; it calls for continuous training and a supportive institutional environment that transforms ethics into a structured practice rather than a mere organizational slogan. key words: Administrative Ethics; Ethical Behavior; Integrity; Public service
