This paper explores the transformative potential of blockchain technology in enhancing governance within Arab non-governmental organizations (NGOs). Through a critical analysis of field experiments in Jordan, Lebanon, and Tunisia, it demonstrates how blockchain improves transparency, accountability, and efficiency in humanitarian aid. The study highlights key challenges, including weak infrastructure, lack of legal frameworks, and institutional resistance. It proposes a five-pillar Arab model for digital humanitarian governance integrating legal, technical, and cultural dimensions. Blockchain is positioned not merely as a technical innovation, but as a tool for building trust, institutional legitimacy, and sustainable humanitarian governance in fragile Arab contexts.
