أثر تطبيق الإدارة الإلكترونية على تحسين الخدمة العمومية – بلدية تقرت نموذجاً

الملخص
هدفت الدراسة إلى التعرف على ما مدى تأثير الإدارة الإلكترونية على تحسين الخدمة العمومية على مستوى الهيئات والجماعات المحلية – دراسة حالة بلدية تقرت- ولتحقيق أهداف الدراسة تم صياغة استبيان مكون من ثلاثة محاور محور العوامل الشخصية والوظيفية ، ومحور حول الإدارة الإلكترونية والمحور الأخير حول الخدمة العمومية ، والذي تم توزيعه على عينة مكونة من 100 موظف وتم استرجاع 69 استجابة ، إضافة لذلك تم استعمال المقابلة الشخصية كأداة ثانوية لجمع المعلومات،حيث تم إتباع المنهج الوصفي التحليلي واختبار الفرضيات بإستخدام برنامج الحزمة افحصائية للعلوم الاجتماعية SPSS نسخة 25 توصلت الدراسة إلى وجود مستوى مساهمة مرتفعة لأبعاد الإدارة الإلكترونية بمصالح بلدية تقرت؛ وجود أثر ذات دلالة إحصائية لأبعاد الإدارة الإلكترونية ( استخدام شبكات الاتصال، استخدام البرمجيات ، الموارد البشرية، الأجهزة والمعدات) على الخدمة العمومية ببلدية تقرت؛ وجود فروق ذات دلالة إحصائية عند مستوى دلالة 0.05 لإجابات أفراد عينة الدراسة حول تأثير مساهمة الإدارة الإلكترونية في تحسين الخدمة العمومية ببلدية تقرت تعزى للعوامل الشخصية والوظيفية ( المستوى الدراسي و الخبرة مجال الإدارة باستخدام الحاسوب) The study sought to determine the degree to which electronic administration contributes to enhancing public service within local authorities and communities. - a case study of the municipality of Touggourt. It was distributed to a sample of 100 employees, and 69 responses were retrieved. In addition, the personal interview was used as a secondary tool for collecting information. The analytical descriptive approach was followed and the hypotheses tested using the SPSS (statistical package for social sciences version 25). The study concluded that there is a high level of contribution to the dimensions of management. electronic services of the municipality of Touggourt; There is a statistically significant effect of the dimensions of electronic administration (the use of communication networks, the use of software, human resources, hardware and equipment on the public service in the municipality of Touggourt; There are statistically There are significant differences at the 0.05 level of significance in the responses of the study sample regarding the impact of electronic management’s contribution to improving public service public service in the municipality of Touggourt due to personal and functional factors (educational level, Administrative experience in the field of computer usage.).
