Abstract

Early childhood represents a pivotal phase in human development, forming the foundation for lifelong health, future productivity, and well-being. The period from 36 to 59 months, in particular, is characterized by accelerated brain maturation and the acquisition of essential competencies in cognitive, linguistic, socio-emotional, and physical domains [1]. Deficiencies occurring during this critical window can lead to developmental delays that are often irreversible. To monitor progress in this area, UNICEF pioneered the introduction and standardization of the Early Childhood Development Index (ECDI) within its Multiple Indicator Cluster Surveys (MICS) cycle of 2005–2006. This initiative was adopted several years later, around 2010, by the Demographic and Health Surveys (DHS) program, which incorporated it as an optional tool. Today, the ECDI has established itself as a benchmark indicator for tracking Sustainable Development Goal target 4.2.1. This index assesses whether a child aged 3 to 4 years is deemed "on track" in at least three of the four aforementioned developmental domains [6], thereby providing a standardized, internationally comparable measure. In the Algerian context, the latest MICS survey (round 6), conducted in 2019, included the ECDI module for the first time. This inclusion offers an unprecedented opportunity to establish a national baseline and identify determinants of early childhood development in Algeria. While the country has achieved significant advances in child health indicators, such as reduced mortality, data on children's holistic development—including cognitive stimulation and psychosocial well-being—remain underexplored. This article aims to elucidate the theoretical foundations, construction methodology, and calculation method of the ECDI. Subsequently, it will analyze the initial findings pertaining to the Algerian situation, drawn from the 2019 MICS6 survey, to enhance understanding of the challenges surrounding early childhood development in Algeria.
