Abstract

Orphaned children represent a highly vulnerable group requiring close attention from policymakers. Analysis of data from the MICS 2012–2013 and 2018–2019 surveys shows mixed outcomes. The prevalence of orphanhood declined slightly from 3.0% to 2.8%, accompanied by notable improvements in access to social transfers. However, disparities in education persist, especially at the secondary level, where the school attendance ratio of orphans to non-orphans dropped from 0.92 to 0.64. Additional challenges emerge regarding protection from corporal punishment. These findings highlight the need for targeted public policies to strengthen protection and educational inclusion while examining evolving conditions in social protection, education, health, and economic well-being.
