Abstract: Freedom of expression constitutes a cornerstone of international human rights law. Beyond being a fundamental entitlement, it serves as a vital social function that enables the open exchange of ideas and opinions through diverse channels, thereby reinforcing democratic engagement and ensuring governmental accountability. Yet, this freedom is not unlimited. It operates within clearly defined legal boundaries—both in ordinary and exceptional contexts—intended to reconcile the individual’s right to expression with the protection of others’ rights, public order, and national security.
