Study Of The Reality Of Smart City Experience In Algeria From A Developmental Perspective

Abstract
Abstract : the world has recently turned to building smart cities as a developmental trend in urbanization and achieving sustainable development goals through the use of information and communication technology applications and tools, and digitization in managing the various systems of the city. Accordingly, this research aims to study Algeria's experience in creating smart cities from a developmental perspective by addressing the concept of the smart city and the most important mechanisms that can be applied in the transition to this city, as well as presenting a number of performance measurement indicators for sustainable smart cities issued by international institutions and applicable to Algerian cities, along with analyzing the challenges and problems faced by the Algerian government in creating this project, Among the most important findings of this study is that smart cities are considered an effective developmental trend in the evolution of societies and the improvement of citizens' lives, through their reliance on the use of information and communication technology in various aspects and sectors of society. Another significant finding of this research is that the Algerian government established the smart city but did not achieve the planned results, which is due to many obstacles facing the transformation project. الملخص: لقد إتجه العالم مؤخرا إلى بناء المدن الذكية كإتجاه تنموي في التحضر وتحقيق أهداف التنمية المستدامة من خلال إستخدام تطبيقات وأدوات تكنولوجيا المعلومات والاتصال والرقمنة في إدارة الأنظمة المختلفة للمدينة . وعليه يهدف هذا البحث إلى دراسة تجربة الجزائر في إنشاء المدن الذكية من المنظور التنموي من خلال التعرض إلى مفهوم المدينة الذكية وأهم الأليات التي يمكن تطبيقها في التحول إلى هذه المدينة ، وعرض كذلك عدد من مؤشرات قياس أداء المدن الذكية المستدامة الصادرة عن المؤسسات الدولية والقابلة للتطبيق على المدن الجزائرية مع تحليل التحديات والمشاكل التي واجهت الحكومة الجزائرية في إنشاء هذا المشروع . ومن أهم النتائج المتوصل إليها في هذه الدراسة أن المدن الذكية تعتبر إتجاه تنموي فعال في تطور المجتمعات وتحسين حياة المواطنين، وذلك من خلال إعتمادها على إستخدام تكنولوجيا المعلومات والاتصالات في مختلف جوانب وقطاعات المجتمع، ومن أهم النتائج المتوصل إليها أيضا في هذا البحث أن الحكومة الجزائرية قامت بتأسيس المدينة الذكية لكنها لم تحقق النتائج المخططة لها، وهذا راجع إلى العديد من العراقيل التي تقف أمام مشروع التحول.
