الملخص

ملخص: هدفت هذه الدراسة إلى تحليل الانعكاسات التي تطرحها ظاهرة تغير القوانين في الوظيفة العامة على حاملي الشهادات العليا بالمجتمع الجزائري، من خلال تحليل أسئلة المقابلة التي أجريت مع 24 خريج ذو شهادة عليا بمدينة الأغواط، باستخدام المنهج الوصفي التحليلي. وكذا هدفت إلى مناقشة الحلول والتوصيات الخاصة بهذا الموضوع. فقد كان موضوع تغيير القوانين في الوظيفة العامة ولا يزال يعتبر نقطة غير مستقرة تؤرق المقبلين على الالتحاق بهذه الوظيفة، وبصفة خاصة فئة حاملي الشهادات العليا بالجزائر. فبعد أن كان هناك استقرار في التوظيف لهذه الفئة، وذلك بالالتحاق بالتدريس في التعليم العالي. ظهرت عدت مشكلات أخلت بتوازن المجتمع الجزائري وسوق العمل فيه، وطرحت عدت انعكاسات نفسية واجتماعية ووظيفية وعلمية معرفية. وفي هذا الصدد تصرح الوزارة الوصية بالحلول التي توجه حاملي شهادة الماجستير والدكتوراه إلى الالتحاق بالوظائف خارج نطاق التدريس بالجامعة، نظرا للأخطاء المرتكبة في تخرج كم هائل من طلبة ما بعد التدرج. Abstract This study aimed to analyze the repercussions posed by the phenomenon of changing laws in the public employment on holders of higher degrees in Algerian society, through analyzing the interview questions done with 24 graduates with higher degrees in the city of Laghouat, using the descriptive analytical method. It also aimed to discuss the solutions and recommendations of this issue. Because it was a matter of changing laws in the public employment and still is considered an unstable point that troubles those about to join this employment, especially the category of holders of higher degrees in Algeria. So after there was stability in employment for this category by joining teaching in higher education, several problems appeared that disturbed the balance of Algerian society and its labor market, and caused several psychological, social, functional, and cognitive scientific repercussions. In this regard, the supervising ministry declares solutions that direct holders of master’s and doctoral degrees to join jobs outside the scope of university teaching, due to the mistakes committed in graduating a huge number of postgraduate students.
