الشركات العسكرية والأمنية الخاصة: مقاربة في الأدوار والانعكاسات

الملخص
يسعى هذا المقال إلى الكشف عن الأبعاد السياسية لظاهرة الشركات العسكرية والأمنية الخاصة، من خلال دراسة مسار خصخصة الأمن العسكري الذي برز مجددا بعد الحرب الباردة، في سياق التحولات التي شهدها النظام الدولي وتراجع دور الدولة التقليدية في احتكار العنف المشروع، إذ يركز على تحليل أسباب نشأة هذه الشركات وانتشارها، واستكشاف أدوارها المتعددة في النزاعات المسلحة، لا سيما في الدول التي تعاني من هشاشة داخلية أو توترات إقليمية، كما يسلط الضوء على الآثار السياسية والأمنية المترتبة على تصاعد الاعتماد عليها، سواء على مستوى السيادة الوطنية، أو إعادة تشكيل طبيعة الفاعلين في العلاقات الدولية، وتوصل المقال إلى نتيجة رئيسية مفادها أن هذه الشركات تحولت إلى فاعل غير دولتي مؤثر في بنية النظام الدولي، بما يفرض تحديات جديدة على مفاهيم السيادة، والمحاسبة، والأمن الجماعي. Abstract: This article aims to explore the political dimensions of the phenomenon of private military and security companies (PMSCs), by examining the trajectory of military security privatization, which re-emerged after the Cold War in the context of transformations in the international system and the decline of the traditional state's monopoly over legitimate violence.The study focuses on analyzing the reasons behind the emergence and spread of these companies, and on exploring their multiple roles in armed conflicts, particularly in countries experiencing internal fragility or regional tensions. It also highlights the political and security implications of the growing reliance on such actors, both at the level of national sovereignty and in reshaping the nature of actors in international relations. The article concludes that PMSCs have become influential non-state actors in the structure of the international system, posing new challenges to concepts of sovereignty, accountability, and collective security.
