الملخص
الملخص: يسعى هذا التعديل إلى وضع إستراتيجية وطنية للوقاية من المخدرات أو المؤثرات العقلية، وأهداف معينة تتمثل في تعزيز تدابير وقائية وأخرى قمعية لهته الآفة،بحيث جاء لتحصين المنظومة الوطنية من آثار الإدمان السلبية عبر مقاربة مزدوجة تقوم على الردع والعلاج، مع تعزيز التنسيق بين القطاعات ذات العلاقة، بما في ذلك الصحة، التربية،التكوين، التعليم العالي، العدل، بهدف معالجة أسباب الظاهرة وتوفير آليات ناجعة للتكفل بالمدمنين وإعادة إدماجهم في المجتمع. ويهدف هذا النص القانون، إلى الكشف المبكر سواء للتلاميذ أو الترشيح في مسابقات التوظيف في القطاعين العام والخاص وحمايتهما من المخدرات والمؤثرات العقلية وقمعها إلى حماية الأمن القومي من مخاطر الإستعمال والإتجار غير لمشروعين بالمخدرات والمؤثرات العقلية والمعالجة العميقة والقمعية لكل الإختلالات المجتمعية الناتجة عنها وحماية الصحة العمومية،لا سيما من خلال ضمان التكفل الطبي والنفسي للمدمنين وإعادة إدماجهم في المجتمع ومتابعتهم. Abstract : This amendment seeks to establish a national strategy for the prevention of drugs or psychotropic substances, with specific objectives of strengthening preventive and repressive measures for this scourge. It aims to protect the national system from the negative effects of addiction through a dual approach based on deterrence and treatment, while enhancing coordination between relevant sectors, including health, education, training, higher education, and justice, with the aim of addressing the causes of the phenomenon and providing effective mechanisms for caring for addicts and reintegrating them into society. This text of the law aims to provide early detection of students and their nomination in recruitment competitions in the public and private sectors, protect them from drugs and psychotropic substances and suppress them, protect national security from the risks of illegal use and trafficking in drugs and psychotropic substances, deeply and repressively address all societal imbalances resulting from them, and protect public health, particularly by ensuring medical and psychological care for addicts, their reintegration into society, and their follow-up.
