الإدارة العامة في عصر الذكاء الاصطناعي: مسار تحول في ظل الامكانيات والتحديات

الملخص
تسلط الدراسة الضوء على مسألة التحول الكبير في الإدارة العامة، وانتقالها من إدارة تقليدية إلى ما يسمى اليوم بالإدارة العامة 5.0.كما تناولت الدراسة المفاهيم الأساسية للذكاء الاصطناعي وتطبيقاته، خاصة ما تعلق بالتعلم الآلي ومعالجة اللغة الطبيعية والأتمتة، بهدف إبراز ما تقدمه هذه التطبيقات من فرص لإحداث نقلة نوعية في آليات العمل الإداري وتحسين كفاءة الخدمات العمومية، في مقابل ما تطرحه من تحديات كالتحيّز الخوارزمي والمسؤولية الأخلاقية. وقد خلصت الدراسة إلى أن استيعاب إمكانات الذكاء الاصطناعي والاستفادة منها مع الحد ومواجهة هذه التحديات، يعد حتمية لدعم الشفافية والعدالة والاستجابة الفعالة لحاجات المواطنين بما يساهم في ترسيخ إدارة عامة أكثر ذكاء وإنسانية، وذلك باتخاذ مجموعة من الاجراءات والتدابير. The study sheds light on the significant transformation in public administration, marked by its shift from traditional management models to what is now referred to as Public Administration 5.0. It explores the foundational concepts of artificial intelligence and its applications—particularly those related to machine learning, natural language processing, and automation—with the aim of highlighting the opportunities these technologies offer for enhancing administrative processes and improving the efficiency of public services. At the same time, the study addresses the challenges posed by such technologies, including algorithmic bias and ethical accountability. The The study concludes that embracing the potential of artificial intelligence and leveraging its benefits—while simultaneously mitigating and addressing its associated risks—is imperative for promoting transparency, equity, and responsiveness to citizens’ needs . This, in turn, contributes to the establishment of a more intelligent and human-centered public administration, through the adoption of a set of measures and interventions.
