Modernization Reforms In The States Of Tunis And Tripoli (1800-1912 Ad) – A Historical Reading An Approach-

Abstract
Le résumé dans la langue de l’article : Since the mid-eighteenth century, the Ottoman Empire has witnessed a major reform movement that included various aspects. The first attempts were based on reforming the military establishment, and the reform movement later included administrative, financial, economic and judicial systems. This aimed to preserve the Ottoman Empire from falling and collapsing. Tunis and Tripoli were among the most important provinces affected by the Ottoman regulations, and the pioneers of the reform movement in the two countries tried to adopt the Ottoman and European model to develop and improve conditions in various areas of life. The main problem of the research is based on several questions, the most important of which are: What are the causes and repercussions of the reform movement in the Ottoman Empire? How did it affect the provinces of Tunis and Tripoli? What are the points of similarity and difference in the two experiences?This study aims to reveal the main reasons for the reforms witnessed by the Ottoman Empire, and their general effects on the provinces of Tunisand Tripoli, while providing an overview of the reforms implemented by the rulers of the two provinces, as well as our procedures for comparing the two experiences. الملخص باللغة العربية: لقد شهدت الدولة العثمانية منذ منتصف القرن الثامن عشر حركة إصلاحية كبيرة شملت مختلف الجوانب، فكانت المحاولات الأولى ترتكز على إصلاح المؤسسة العسكرية، لتشمل فيما بعد حركة الإصلاح النظم الإدارية والمالية والاقتصادية والقضائية، وهذا بهدف الحفاظ على الدولة العثمانية من السقوط والانهيار، وقد كانت تونس وطرابلس الغرب من أهم الإيالات التي تأثرت بالتنظيمات العثمانية، وحاول رواد الحركة الإصلاحية في البلدين اعتماد النموذج العثماني والاوروبي لتطوير وتحسين الأوضاع في مختلف ميادين الحياة. وترتكز الإشكالية الرئيسية للبحث على عدة تساؤلات، وأهمها: ما هي أسباب وتداعيات الحركة الإصلاحية في الدولة العثمانية؟ وكيف كانت تأثيراتها على إيالتي تونس وطرابلس الغرب؟ وما هي نقاط التشابه والاختلاف في التجربتين؟ وتهدف هذه الدراسة إلى الكشف عن الأسباب الرئيسية للإصلاحات التي شهدتها الدولة العثمانية، وتأثيراتها العامة على إيالتي تونس وطرابلس الغرب، مع تقديم لمحة عن الإصلاحات التي طبقها حكام الإيالتين، وأيضا إجرائنا لمقارنة بين التجربتين.
