الشرطة الجوارية في العصر الرقمي: توازن دقيق بين المشاركة المجتمعية ورقمنة الأمن (تحديات وفرص)

الملخص
تتناول هذه الدراسة بالتحليل السوسيولوجي العلاقة المعقدة بين فلسفة الشرطة الجوارية القائمة على الشراكة والثقة، وبين التسارع في رقمنة الأجهزة الأمنية، ففي ظل تبني الشرطة لتقنيات مثل الذكاء الإصطناعي وتحليل البيانات الضخمة ومنصات التواصل الإجتماعي، يبرز توتر جوهري بين كفاءة هذه الأدوات وقدرتها على تعزيز الأمن وبين مخاطرها المحتملة على المبادئ الأساسية للشرطة الجوارية. توصلت الدراسة إلى أن الرقمنة تقدم فرصا غير مسبوقة لتعزيز التواصل والشفافية وحل المشكلات بشكل إستباقي، وفي المقابل تطرح تحديات جسيمة تتعلق بالتحيز الخوارزمي وتآكل الخصوصية مع تعميق الفجوة الرقمية وخطر تحول الشرطة من شريك مجتمعي إلى كيان مراقبة تكنولوجي، وأن تحقيق التوازن المنشود يتطلب إطارا حوكميا متكاملا يرتكز على الأخلاقيات والمشاركة المجتمعية في تصميم التقنيات والشفافية والمساءلة. This study provides a sociological analysis of the complex relationship between the philosophy of community policing, based on partnership and trust, and the accelerating digitization of law enforcement agencies. As police adopt technologies such as artificial intelligence, big data analytics, and social media platforms, a fundamental tension arises between the efficiency and security-enhancing potential of these tools and their inherent risks to the core tenets of community policing. The study analyzes the emergent opportunities and challenges. The findings reveal that digitization offers unprecedented opportunities to enhance communication, transparency, and proactive problem-solving. Conversely, it poses significant challenges related to algorithmic bias, privacy erosion, the deepening of the digital divide, and the risk of transforming police from a community partner into a technological surveillance entity. The study concludes that achieving the desired balance requires an integrated governance framework centered on ethics, community participation in technology design, transparency, and accountability.
